NUCA Announces Changes to Association Advocacy Representatives

The National Utility Contractors Association (NUCA) announced June 3 that Summit Strategies will be representing NUCA’s advocacy efforts in Washington, D.C. NUCA Vice President of Government Affairs Zack Perconti has joined Summit Strategies and will continue to lead NUCA’s government affairs department.

Zack will continue to build upon his existing industry relationships on Capitol Hill and will use the resources of Summit to expand our reach even further.”

Perconti joined NUCA in fall 2019 and was promoted to the position of advocacy vice president in 2022. During his time at NUCA, he has overseen the association’s legislative campaign to enact key pieces of infrastructure legislation, such as the historic 2021 Bipartisan Infrastructure Law. He led the effort in 2023 and 2024 to retain the industry’s two critical EPA resource funds, working with House and Senate lawmakers to restore the funding in the final appropriation bills. He has been a registered lobbyist for NUCA and other infrastructure clients across this period, delivering superlative results for this industry’s advocacy program.

Summit Strategies, founded in 2015 with offices in Washington, D.C, and Portland, Oregon, is a national strategic government affairs consulting firm working with government and federal agency leaders to serve clients across a wide range of industries and political interests, with a primary focus on transportation and infrastructure issues. Summit Strategies will begin its work for NUCA starting early June 2025.

Perconti has served as NUCA’s vice president of government affairs since 2022. He was previously with Government Affairs Solutions LLC as a principal from 2022 to 2025, and two years with Wyman Associates as a legislative associate. He has a master’s in public policy from George Mason University, and a B.A. in history from the College of William & Mary.
