Damage Prevention Wins Big On Capitol Hill

The National Utility Contractors Association (NUCA) issued the following statement by NUCA Vice President of Government Affairs Zack Perconti on the Sept. 17 passage of the “Promoting Innovation in Pipeline Efficiency and Safety (PIPES) Act of 2025” in the House Transportation & Infrastructure Committee:

“The passage of the PIPES Act of 2025 is a notable achievement that delivers the potential to transform safety and efficiency in America’s underground utility construction industry. Section 18 of this bill delivers ironclad damage prevention measures that will protect workers, communities, and critical infrastructure. By mandating robust state-level damage prevention programs, including universal adoption of 811 call systems with stringent enforcement, the legislation decisively addresses gaps that have led to preventable accidents. These enhanced policies ensure precise utility locating, mandatory reporting, and accountability for violations, significantly reducing the risk of pipeline strikes.

“This bill will be a game-changer for our industry, safeguarding lives and ensuring the integrity of our nation’s energy infrastructure. The PIPES Act not only fortifies existing pipelines but also paves the way for a modern, resilient energy distribution system. Its comprehensive approach to safety and innovation sets a new standard for responsible infrastructure development.
