NUCA of Oklahoma Enhances Advocacy Initiatives

Recently, NUCA of Oklahoma took a major step forward in its state industry representation by retaining the services of BLH Consulting and Bray Haven as the chapter’s state lobbyist, NUCA of Oklahoma president Ben Arthur reported.

Working with the Board and Government Affairs committee, Haven will spearhead preparation of a strong legislative agenda for the chapter prior to each legislative session, foster relationships and identify allies in the legislature, arrange meetings with key legislators, and advise the chapter on potential candidates to support. Haven is well-known, and has built solid relationships, not only at the State Capitol, but with industry groups, state agencies and business organizations throughout the state. NUCA of Oklahoma looks forward to the industry advocacy guidance and leadership Haven will provide in the 2026 legislative session and beyond.

The primary focus of NUCA of Oklahoma’s 2026 state legislative session advocacy will be the introduction and passage of a bill amending the Oklahoma Plumbing License Law of 1955. Simply put, the amended bill language the chapter is pursuing will remove the problem of utility contractors needing to hire third-party plumbers, simply for access to their plumbing license, for work performed by the utility contractor within the scope of their bids. Specifically, installation and/or repair services taking place on private property, in an area that extends from a public right-of-way or easement to not less than 5 ft from a building or structure.

Successful passage of the bill will represent a huge step forward for Oklahoma’s utility and excavation contractors as well as the communities and taxpayers of Oklahoma, including:
