NUCA Statement on the ASCE Water Infrastructure Report Card
The chief executive officer of the National Utility Contractors Association (NUCA), Doug Carlson, issued the following statement on release of the American Society for Civil Engineer’s “2025 Report Card for America’s Infrastructure” grades for water and wastewater infrastructure:

“ASCE’s quadrennial report card for water infrastructure remains a very timely reminder to policymakers and the American voter that the only way to build a better America is to deliver more resources for its construction. Drinking water’s dismal grade of C- has not improved since 2021, nor has wastewater’s unchanged grade of D+ and stormwater’s D. Those results are unacceptable in a modern nation seeking a better life for its citizens.
“America’s utility construction industry depends on Congress and the EPA to fully fund the Clean Water State Revolving Fund (SRF) and the Drinking Water SRF if we want these scores to improve. Right now, Congress has the opportunity in its fiscal year legislation to increase the resources demanded by these projects. Annual funding for which has largely remained stagnant since FY2022.
“As NUCA has pointed out many times in the last three years, Congress cannot allow these critical programs to be drawn into broader fights over federal spending. NUCA, our members, and America’s communities small and large call on Congress to fully fund these programs and other necessary water infrastructure. Each is vital in providing public health and economic growth. Congress should consider a full multi-year reauthorization of the SRF and other water infrastructure programs at or above the levels approved in the 2021 Infrastructure Investment and Jobs Act and make good on the progress our industry has made to provide clean water to all Americans.”
