Plastics Pipe Institute Endorses Tracking Plastic Act of 2026
The Plastics Pipe Institute Inc. (PPI), the North American trade association representing more than 200 companies across the plastic pipe industry, has announced its support for the Tracking Plastic Act of 2026 (S. 5182), legislation introduced by U.S. Senators Adam Schiff (D-Calif.), Jeff Merkley (D-Ore.), Ron Wyden (D-Ore.) and Cory Booker (D-NJ).
The legislation would establish a federal working group to develop recommendations around recycled plastic content, including measurement, traceability, reporting, data collection and opportunities to increase the use of post-consumer resin.
“PPI has been looking for a thoughtful federal approach that brings stakeholders together around consistent, reliable standards and better data,” said David Fink, president of the Plastics Pipe Institute. “The Tracking Plastic Act creates an opportunity for industry, government, researchers and other stakeholders to work together on practical solutions while recognizing the important role plastics play in construction and infrastructure. PPI is pleased to endorse this legislation and looks forward to contributing our industry’s technical expertise as this work moves forward.”
The bill specifically identifies construction and infrastructure among the sectors to be considered as the working group develops recommendations for recycled-content measurement and reporting. It also directs the group to examine standardized data collection, domestic markets for recycled plastics, post-consumer resin use, and ways to better align recycled-content tracking approaches across states.
The bill’s sponsors welcomed PPI’s support for the legislation. “Implementing a reliable process of tracking recycled materials will provide Americans with accurate information on plastics used in the products they’re buying,” said Senator Schiff. “Consumers deserve the truth when making choices among competing products. I’m grateful to have the support of the Plastics Pipe Institute in our push to protect consumers through a standardized tracking process for recycled materials. This legislation will crack down on companies that mislead the public on their reporting of recycled plastic content.”

The Tracking Plastic Act was introduced in the U.S. Senate on July 30, 2026, and referred to the Senate Committee on Commerce, Science, and Transportation.
